A previously redacted FBI memo, which Judicial Watch says it obtained despite a battle from the Obama administration and the FBI, says Kennedy, then a 29-year-old assistant DA, even invited an embassy chauffeur to partake in the festivities. Kennedy was in the region to talk to "leftists"—alternately referred to as "angry young men" in the memo. Kennedy's hard-partying ways might not have gone unnoticed: one member of the government in Lima called him "pompous" and a "spoiled brat." Not everybody's buying the veracity of the memo, though: "The stuff that turns up in FBI, or even CIA, documents is third-hand. It is somebody who ran into somebody in a hotel lobby who thought he saw Kennedy doing something. ... These raw files are very far from substantiated reality," says a Kennedy biographer.
